About The Project and The Program

In this project titled "The development of an adaptive, web-based assessment tool for evaluating the literacy, numeracy and digital skills levels of low/skilled/low qualified adults in Turkey", a web-based and adaptive assessment tool will be developed for the determination of literacy, numeracy and digital skill levels of adults between the age of 18-40, most of whom are secondary school graduates, or in particular for priority groups identified by countries in the framework of the Recommendation, where relevant. The project received financial support from the European Union's Employment and Social Innovation (EaSI) program. The duration of the project is 18 months. The project budget is € 327.167,5.

This project was supported by the call for proposals under the EaSI Program, numbered VP/2018/008 and themed “Support for the deployment of skills assessment in the implementation of “Upskilling Pathways”.

The overall objective of this program is to support member states (and other EaSI countries at their request) in the process of implementing the Council Recommendation entitled "Upskilling Pathways: New Opportunities for Adults" (December 2016).

The specific objective of this program is to support the implementation of individual skills assessment (including literacy, numeracy and digital skills) for adults with low levels of skills/qualifies (and in particular for priority groups identified by countries in the framework of the Recommendation, where relevant), which is an integral element of the Council Recommendation on Upskilling Pathways by national and / or regional authorities.

Expected
Results

  • The main expected result of the project is an online, adaptive, validated and reliable, easy to use assessment tool that; can determine the literacy, numeracy and digital skill levels of low skilled adults between the age of 18-40, can generate personalized result reports, can provide suggestions for the deficiencies they have within the scope of these skills and for the trainings to be taken in order to overcome these deficiencies.
  • Another expected output of the project is the use of the assessment tool, which will be developed to determine the skills and skill levels of adults with low skills / competence, by associate organizations. The undertaking signed with the associates will be the proof of this expected result.
  • The training about the use of the assessment tool will be given to the total of 80 representatives, 40 of whom from İSKUR and 40 of whom from Public Education Centers, across Turkey. In this way, it will be ensured that these institutions can use the system easily in their own structure and provide training to other employees within their organization. The certificates to be given to the participants after the trainings to will be the proof of this expected result.
  • Within the scope of the project, it is aimed to make 2 presentations about the the project and the assessment tool to be developed in the project at a conference in Europe. The papers to be prepared for these presentations will be the expected results of this target. It is also aimed to publish a publication on the results of the project within 5 years after the end of the project. The publication of this article in an SSCI indexed journal will be the proof of this expected result.
